In true Scream fashion, the killer is revealed to be Roman Bridger. Throughout the film, Roman has been manipulating the events from behind the scenes, using his knowledge of the previous Ghostface killings to orchestrate the new murders. He's been driven mad by his obsession with Sidney and his desire for revenge.

Why Roman? The Motivation

Roman's motivation is deeply rooted in his past. He was born out of an affair between his mother, Tatum Riley, and Billy Loomis. After Billy's death, Tatum gave Roman up for adoption to protect him from the truth about his father. Roman, however, learned the truth and became obsessed with Sidney, blaming her for his father's death. This obsession fuels his desire for revenge and leads him to don the Ghostface mask once again.
